Why does God allow haiti to suffer constantly?

they get the worst hurricanes that destroy their homes every year, they are also poor. and now this earth quake that has destroyed everything just when there was hope and progress. while the other side of the island is dominican republic. i am dominican. which is made up 87 percent of people of african descent. basically we share the same roots. surely god can show some mercy and stop this. am having doubts he has control of things. am pissed about why he does this to haiti.
