Elizabeth/Golden Age: Why focus on a love-life that never was instead of The Queen's Historic Accomplishments?

Honestly I thought the movie was pretty weak. I was expecting a lot more from it and I don't think her relationship with Sir Walter Raleigh was well demonstrated. And the movie is called The Golden Age, why didn't they show more of her accomplishments, it was a important time in history for Europe. I think they got lost in this film. I prefer the first one.
