My mother says President Obama told US Defense Dep not to look 1st at china 4 hacking. is she correct?

My mother watches FOX News programs and told me - President Obama has instructed the national security dept or something to make sure that China is not pursued as a first tier suspect in hacking attacks. Can u tell me where this is doented? She often gets things wrong as she is very hard of hearing. thanks
